It allows you to edit the content in the form of blocks and these blocks can be arranged according to the requirement which is different from the older classic editor of the WordPress.

Steps to Permanently Remove Gutenberg Editor in WordPress and Replace with Classic Editor -:
If you have updated your WordPress to the latest version then your post editor will look like shown in the image below.
The next step it to Go to WordPress Main Dashboard>>Plugin>>Add New
Search for Classic Editor plugin in Search Bar of the plugin dashboard.
Once you get the Classic Editor plugin, click on the Install Now and then on Activate option.
Now come back to the WordPress Main Dashboard.
Go to Settings>>Writing
In the Writing Setting panel, search for Default editor for all users and select which editor you want as default
At last hit on the Save Changes button and you are ready to go.
Now if you try to add a new post then you will see the old classic editor as shown in the image below.
